Tim Bonura is the principal in the firm of All South Consulting Engineers, L.L.C. Mr. Bonura began his career in 1994 and since that time has worked as a project engineer, project manager and program manager on municipal, commercial, institutional and industrial projects.
His professional engineering experience includes the design, project management, and construction administration of a broad range of projects including wastewater, water, drainage, roadway, civil and structural engineering projects.

Prior to joining All South Consulting Engineers, Mr. Nielsen worked for 12 years with three multi-discipline civil engineering firms. During his tenure with these firms Mr. Nielsen worked as design engineer and project manager on engineering projects for municipal, private and state projects. Many of these projects include hurricane protection systems. Mr. Nielsen’s experience in project management is extensive.
Mr. Nielsen has performed pre-design and design services on many projects throughout Louisiana encompassing several flood protection, coastal and wetland restoration projects in which he has vast experience.

Mr. Smith manages several infrastructure projects throughout South Louisiana, related to drainage, hurricane protection, and coastal restoration.
For 20 years, Mr. Smith has been involved in managing large infrastructure projects throughout coastal Louisiana. For several years, Mr. Smith led a project management team in support of the Terrebonne Levee and Conservation District, and its drive to build hurricane protection for Terrebonne and Lafourche parishes. He has also worked on many projects to build coastal wetlands, whether for the purposes of coastal restoration, or for wetlands mitigation. Mr. Smith provides project management and leadership services on these projects and many others, including several master planning efforts in south Louisiana such as the Comprehensive Master Plan for Terrebonne Parish in 2004.

Mr. Smith has served on the Board of Supervisors for the Louisiana Community and Technical Colleges since 2003, and previously served two consecutive terms as first vice chair (’06-’08) and second vice chair (’04-’06). He currently serves as Chairman.
In addition, Mr. Smith has served on the board of the Houma Terrebonne Chamber of Commerce, South Central Industrial Association and Bayouland YMCA. Mr. Smith is also a graduate of Leadership Louisiana and was recently awarded the inaugural Outstanding Alumni Service Award among over 900 alumni statewide.)

Mr. Bourg started his career in the engineering profession as a co-op student at the USACE New Orleans District in 1992. He received his baccalaureate degree in Civil Engineering at the University of New Orleans in 1994.
From 1994 to 2005 Mr. Bourg was employed at a large multidiscipline engineering firm as both a design engineer and then later as a structural project manager. His career has mainly focused on the analysis and design of hydraulic concrete structures such as large pump stations, locks, water retaining and flood protection structures. In late 2005 he joined All South Consulting Engineers as a senior project manager and has been involved in numerous recovery projects in the New Orleans Metropolitan Area.
He has been a registered Professional Engineer since 1998. He is an active member of the Society of American Military Engineers, American Society of Civil Engineers and the American Concrete Institute. Mr. Bourg has served as either an Officer or on the Board of Directors for ACI Louisiana Chapter for 7 years. Additionally, he has served as a committee member and as Treasurer for the Louisiana Civil Engineering and Conference and Show since 1996. In 2005 Mr. Bourg was named and received the Outstanding Young Civil Engineer Award by the American Society of Civil Engineers New Orleans Branch.

Mr. Boudreaux graduated from Louisiana Tech University in 1993 and began working as a staff engineer for a multi-disciplined civil engineering firm in South Louisiana. Prior to joining All South Consulting Engineers, he worked for 14 years as a design engineer and construction manager for private, municipal, state and federal projects. These projects include numerous private development subdivisions located in Terrebonne Parish providing for sewer, pavement, water and drainage design. In addition to these private developments, Mr. Boudreaux worked on Barrier Island Restoration projects located in Cameron, Lafourche and Terrebonne Parishes for the State of Louisiana and worked on flood protection pump stations and levees for the local government and hurricane protection levee systems for Terrebonne Parish.

Mr. Moran is a registered professional engineer with fourteen years of experience in project management, forensic engineering and failure analysis, the design of offshore and onshore commercial structures, construction management, computer aided analysis, cost estimating and bid preparation and evaluation.
Initially after graduation, Mr. Moran worked as a project engineer for Jefferson Parish Department of Sewerage. His responsibilities included the oversight of the design and repair of the existing sewer lines and treatment facilities. The program consisted of over 20 miles of collection system upgrades to gravity fed sewer lines.
Mr. Moran spent over six years as a lead structural engineer designing new structures as well as analyzing and expanding existing off shore structures. His experience is inclusive of both on shore and off shore petrochemical facilities.
Before joining All South Consulting Engineers, Mr. Moran worked with several firms in Forensic Engineering and Failure Analysis to determine structural damages caused by natural disasters including Hurricane Katrina. He analyzed residential and commercial structures in order to determine the cause and origin of damage from the storm event.
Mr. Moran’s current responsibilities include Program Construction Manager for Plaquemines Parish Government. Responsibilities include the managing of multiple architectural & engineering firms along with final approval of all design projects. Working with FEMA to ensure reimbursement of all rebuilding expenditures for Plaquemines Parish. Managing the construction inspection of approximately forty FEMA rebuilding projects throughout the Parish in order to provide quality control and quality assurance

Mr. Schuler is the Operations Manager of the All South office located in Plaquemines Parish. This office is base to over 30 employees inclusive of Engineers, Project Managers, Inspectors and support personnel and is responsible for the oversight of over $300,000,000 in construction projects in Plaquemines Parish
Mr. Schuler’s Project Management experience is extensive, having served as the Director of Water for Jefferson Parish Government with oversight of 250 employees and an annual operating and capital budget of over $32,000,000.
During that same period Mr. Schuler successfully managed over $170,000,000 worth of capital improvements to the Jefferson Parish distribution plants and billing systems. Projects ranged from plant expansion to automation and consolidation. Mr. Schuler was instrumental in developing water rate millage and asset management plans for the Jefferson Parish Department of Water.
For the past 30 years Mr. Schuler was a vital part of the Jefferson Parish Hurricane Management Team.

Mr. Elliott began his career in civil engineering in 2002 while still attending college assisting with research and development of advanced wastewater treatment systems applied to aquaculture and municipal wastewater treatment. In 2003 Mr. Elliott started work with a private consulting firm and gained experience with project inspection and field surveying.
Upon graduation Mr. Elliott continued his career in the private consulting industry and worked as a project manager on several projects including residential, commercial and industrial developments as well as projects for local, state, and federal governments. Mr. Elliott has also worked on several construction layout projects including several development and infrastructure foundations at a large southeastern Petrochemical Refinery.
In addition to design and project management Mr. Elliott has experience with large surveying projects including, topographic, hydrographic and structural surveys for the United States Army Corps of Engineers, Federal Emergency Management Agency, Department of Natural Resources, and right of way surveys for the Louisiana Department of Transportation and Development.
