timTim Bonura is the principal in the firm of All South Consulting Engineers, L.L.C. Mr. Bonura began his career in 1994 and since that time has worked as a project engineer, project manager and program manager on municipal, commercial, institutional and industrial projects.

His professional engineering experience includes the design, project management, and construction administration of a broad range of projects including wastewater, water, drainage, roadway, civil and structural engineering projects.

jensPrior to joining All South Consulting Engineers, Mr. Nielsen worked for 12 years with three multi-discipline civil engineering firms. During his tenure with these firms Mr. Nielsen worked as design engineer and project manager on engineering projects for municipal, private and state projects. Many of these projects include hurricane protection systems. Mr. Nielsen’s experience in project management is extensive.

Mr. Nielsen has performed pre-design and design services on many projects throughout Louisiana encompassing several flood protection, coastal and wetland restoration projects in which he has vast experience.

steviewebMr. Smith manages several infrastructure projects throughout South Louisiana, related to drainage, hurricane protection, and coastal restoration.

For 20 years, Mr. Smith has been involved in managing large infrastructure projects throughout coastal Louisiana. For several years, Mr. Smith led a project management team in support of the Terrebonne Levee and Conservation District, and its drive to build hurricane protection for Terrebonne and Lafourche parishes. He has also worked on many projects to build coastal wetlands, whether for the purposes of coastal restoration, or for wetlands mitigation. Mr. Smith provides project management and leadership services on these projects and many others, including several master planning efforts in south Louisiana such as the Comprehensive Master Plan for Terrebonne Parish in 2004.

Mr. Smith has served on the Board of Supervisors for the Louisiana Community and Technical Colleges since 2003, and previously served two consecutive terms as first vice chair (’06-’08) and second vice chair (’04-’06). He currently serves as Chairman.

In addition, Mr. Smith has served on the board of the Houma Terrebonne Chamber of Commerce, South Central Industrial Association and Bayouland YMCA. Mr. Smith is also a graduate of Leadership Louisiana and was recently awarded the inaugural Outstanding Alumni Service Award among over 900 alumni statewide.)

courtneyUpon graduating from Louisiana State University in December 2007, Ms. Kall began working at All South assisting in various civil design projects while also being involved in the Hurricane Katrina recovery program for Plaquemines Parish.

As a program manager for Plaquemines Parish, Ms. Kall served as an owner’s representative for a variety of FEMA-funded repair and replacement projects. A majority of her projects related to the damaged water and wastewater treatment facilities and distribution systems as well as the rehabilitation of 2 historic facilities, Fort Jackson and Port Eads Marina.

Ms. Kall performs civil and site development design for several new schools and housing facilities within the Southern Louisiana area.

Since October 2011, Ms. Kall has been working in Saint Bernard Parish as a program manager for various Hurricane Katrina recovery projects.

Jack Hingle

Mr. Hingle brings extensive civil engineering experience including layout, design and construction administration. He has worked for many years with a local consulting firm on various municipal roadway, drainage and utility projects throughout the area.

Mr. Hingle has developed and designed projects in partnership with LADOTD, USACE, Jefferson Parish, New Orleans, Orleans Levee Board and the Causeway Commission.

Following Hurricane Katrina, Mr. Hingle partnered with other design consultants and worked closely with FEMA on inspections and assessments of many damaged structures for affected cities and parishes in South Louisiana. Mr. Hingle has been with the company since 2014.

jarretMr. Bauer joined All South Consulting Engineers, in 2007. Since this time, Mr. Bauer has successfully managed or been significantly involved in nearly 100 federal recovery projects in a program management capacity in Plaquemines Parish. These projects involve the demolition and reconstruction of municipal facilities, including governmental office buildings, multiple storm water pumping stations, water and wastewater control structures and processing plants, playgrounds, and fire stations. Mr. Bauer worked extensively in coordination with FEMA, the USACE, and local Parish groups to manage over $150,000,000.00 in project funds, including oversight of project inspection.

In addition to program management, Mr. Bauer has experience in design of concrete, roadway, drainage, and sewer infrastructure; including sewer lift stations, parking lot and roadway design, and site development of large housing developments in and around the New Orleans area.

John Teegarden

John S. Teegarden, PLS, heads the Survey Division at all South Consulting Engineers. John has over 34 years’ experience in all aspects of land surveying; this includes boundary, topographic, hydrographic, industrial, and construction projects. He has participated in or directed surveys for a wide variety of clients including local municipal/governmental agencies, state agencies, and Federal agencies (including the U.S. Army Corps of Engineers). In his career, he has served as a Field Party Chief, Field Supervisor, CAD Technician, Project Manager, and Division Manager.

Mr. Teegarden’s varied project experience includes high precision survey control, single and multi-beam hydrographic surveys, large boundary surveys, surveys for public right of way taking, topographic route surveys, coastal restoration projects, laser scanning surveys and GPS project surveys, to name just a few. This experience includes over 20 years’ experience in directing and performing hydrographic surveys. He has executed and/or supervised hydrographic surveying projects throughout Coastal Louisiana, including Breton Sound, the Barataria Basin, and the lower Mississippi River area including Southeast Pass, Tiger Pass, and Baptiste Collette.

stephenMr. Bourg started his career in the engineering profession as a co-op student at the USACE New Orleans District in 1992. He received his baccalaureate degree in Civil Engineering at the University of New Orleans in 1994.

From 1994 to 2005 Mr. Bourg was employed at a large multidiscipline engineering firm as both a design engineer and then later as a structural project manager. His career has mainly focused on the analysis and design of hydraulic concrete structures such as large pump stations, locks, water retaining and flood protection structures. In late 2005 he joined All South Consulting Engineers as a senior project manager and has been involved in numerous recovery projects in the New Orleans Metropolitan Area.

He has been a registered Professional Engineer since 1998. He is an active member of the Society of American Military Engineers, American Society of Civil Engineers and the American Concrete Institute. Mr. Bourg has served as either an Officer or on the Board of Directors for ACI Louisiana Chapter for 7 years. Additionally, he has served as a committee member and as Treasurer for the Louisiana Civil Engineering and Conference and Show since 1996. In 2005 Mr. Bourg was named and received the Outstanding Young Civil Engineer Award by the American Society of Civil Engineers New Orleans Branch.

Steven SchorrMr. Schorr started his career as a co-op student in the LADOTD concrete lab in Baton Rouge at LA Transportation and Research Center in 2007 while earning his degree in Civil Engineering.  After graduating from Louisiana State University in 2009, Mr. Schorr worked for a large construction firm that specialized in heavy marine construction. Mr. Schorr provided Project Management on various hurricane protection projects around Louisiana. These projects included flood protection walls, coastal barrier islands and levee expansion.  Mr. Schorr’s engineering functions include development of plans and specifications, design, drafting, project management, project inspections, and construction administration.

Gavin GillenMr. Gillen is a 2006 graduate of the University of New Orleans. Throughout his career, he has worked for two local consulting firms on roadway, structural, drainage, and wastewater projects throughout the area. Mr. Gillen’s engineering experience includes design, project management, and contract administration.

Mr. Gillen has experience in working with LADOTD, the Regional Planning Commission, Jefferson Parish, St. Charles Parish, New Orleans DPW, the City of Kenner, the City of Slidell, and the Greater New Orleans Expressway Commission.

Since joining All South in late 2015, Mr. Gillen has worked on roadway and civil engineering projects for the South Lafourche Levee District, the City of Slidell, and the City of Kenner.
