Guided by Leadership
All South Consulting Engineers is guided by the leadership of its three owners, whose combined experience in engineering, project delivery, and public infrastructure has shaped the firm since its founding in 2004. Together, they set the direction for the company and remain closely involved in how projects are planned, managed, and delivered.
As Managing Partner and Principal-in-Charge, Timothy P. Bonura, P.E., a co-founder of the firm, oversees company operations, project execution, and client relationships, helping guide the delivery of more than $2 billion in infrastructure improvements while ensuring contractual and performance requirements are met. Fellow co-founder, Jens J. Nielsen, Jr., P.E., brings more than 30 years of experience to the firm and leads the full project lifecycle, with a strong focus on quality assurance and consistency from design through construction.
Stephen C. Smith joined All South as a partner in 2010 and contributes a distinct perspective through his extensive knowledge of Louisiana law and public contracting requirements. He provides strategic oversight of operations, budgeting, and personnel while managing large-scale projects and working closely with local and state agencies.
Together, the ownership team has grown All South into a multi-disciplinary firm of more than 80 professionals across multiple Louisiana offices, allowing the company to stay hands-on, responsive, and engaged at every stage of a project while delivering reliable solutions for the communities it serves.
